Is there a way to send notices to students regarding the specific device that they have lost and need to pay for?

Setting up the rule under the Updated Trigger in your Assets, add the filters “When Field is Update>Status” and then add the “Status>Missing (or Custom)”.
Then add the action “Send Email Alert to User” and choose assignee.
You can customize the message however you like and also use the Supported Variable Data Points to add user and asset information.
This will send an email notification with the asset information to the owner of the device when it is marked as missing. Please let me know if that helps.
