We currently allow student get a loaner if they forgot it at home or needs to be charged. A ticket doesn’t need to be created, just assigning the student a loaner from the pool.

I would suggest not using spare pools if you are working with no tickets. I would create a fake location to store those spares. When ready to deploy them, you can use the check-in/out feature.
A custom status for those devices would allow you to filter which devices are “deployed spares” and “available spares.” This would allow you to filter easily to see those available spares. Sparepool is designed to work via ticket utilization.
