Is there a way to assign a rule to a role that prevents from being able to assign an asset to a particular role? Example; once a student is disabled in Azure, it gets a role of “no access” however staff are still able to assign a device to that student. Can we prevent that accident?

First, you can filter by a user with no access role and has an assigned device.
While you cannot prevent the assignment of the device, you can create a view and check it during device distribution week.
