How to I filter students at a location that does not have a chromebook assigned to them?

What do I choose?

The filter you want to use is User Filters > User Attribute > Has assigned device and select the “Exclude Selected” check box

@Scott-CCS is correct with the suggestion above. Additionally, you can add the location & student role to filter by.
