does the system allow a person to email a helpdesk email and it automatically creates a basic Incident Record for them.

I think you are asking if you can set up E-mail to ticket creation. If yes please review this.
here is the Rule we have set up currently that allows this to work for us.
If this is for Guest / emails that come in that are creating tickets and how the log / record they generate TBH not sure.
I believe the users Rules guide and some testing may be in order.
