Assuming it’s the same tickets every month, best way to do this is with a ticket template or templates, and setting a schedule for them. If it will vary from month to month, that may be a bit tricky, but you could likely do it with the API.

What is your use case? I would also suggest using Ticket Templates to create those tickets each month.
