We have a contractor who receives tickets for a very specific job. We are trying to create a rule that would limit who can assign tickets to that agent (the contractor) to a certain team or a small group of people (the members of that team). So far we have been able to create a rule that forces that team to also be assigned to tickets assigned that contractor, but is there is concern about work being performed without proper approval.

What if you added a ticketing permission for what you would like?  You could add a new ticketing permission for the Contractor or the small group to have permission on what you would like them to do.  You can grant them permission to work on certain locations without them resolving a ticket or deleting it without having someone look at it first.  We have someone do that where they can only submit, view, and report on tickets at a certain location but that is it. 

I'm not sure if that is what you would be looking for, but that is what it sounds to me.
