We have a ticket issue that is “Request Fob”. I am wondering if its possible when someone clicks this issue that they are redirected to an external link rather then describing the issue. Is this even possible?

I don’t think so.  You could create a knowledge base article with the link.


@Nathaniel Gidon You can do this! It would have to be a custom field, you can make it big and bold to direct users to click the link. Here is a screenshot (field type - Information), add the link with the 2 links 

You can set a rule to automatically close the ticket when they submit it (considering they followed the directions)
