Is there a way I can create a custom group (ie. Secretaries) and only allow that group to put in certain tickets (ie. broken crash bar on door)??

Depending on how many issues they need to see, Quick Tickets might do the trick for you. See this community thread:

Adding a quick ticket will allow you to give access to those ticketing types without giving everyone access.
