I am looking to generate user reports based on how many times they borrow loaner devices. Anybody know of a solution for this?

Unfortunately you cannot pull a report like that at this time. However, many of our other users have been adding a custom field under a users profile to mark when you issue a spare.
Here is an idea for setting limits on spares, if that is something you are looking for:
