Is there a way to send comments to the person you are asking to approve a ticket?  Or do they have to be agents to read the whole ticket?

If you make the comment “visible to requestor” then all parties will be able to see the comments. However, there is not a permission for only approvers to see comments without the agent role. I hope this helps
