Did you set this rule up at least an hour before the scheduled time and then not fire yesterday afternoon? 

I definitely did not set it at least an hour before. Before the scheduled time, yes, but not an hour. Why would I have to save it an hour before?

@AKramar 41778c5 wwrsd An hour is just a good reference for the rules to have time to set and run. I would set up the rule at least 30 min to an hour before you want the rule to run and refresh your site. 

Do you have another rule that could conflict with this one? For example, is this device deactivated after a certain time of day? 

I set it an hour beforehand and it still did not run.
