I am referring to someone being CC’d when submitting a new ticket. I have tried it and it is not adding them as followers unless they are already in the incident IQ system.
I would visit our idea exchange and propose this as a new enhancement/idea!
As a work around, you can add the external user inside the ticket via the ‘followers’ tab, and they will become a follower going forward for that ticket.
