Allow all staff users to view qualified ticket categories

Reviewed software tickets should be viewable by all staff members. This prevents users from requesting the same application that has already been approved. Is it possible to open the tickets under this category out to all logged in staff members and or make a public read-only view?

One way to do this is to have the software request ticket category have an informational field showing the already approved software. You could list them or add an image as a field and only have them appear on that ticket issue each time so you are not getting multiple requests. 

I added and created an example: Approved Software is the name, and the filed type is informational. Make sure it is visible to requestor. 

Then you add your conditions, I added it to the software not listed: 

Then it shows up on the ticket as a field.
