Not able to customize issue icons

I am unable to customize the icon when working in issues, but the icon doesn’t update when putting in a ticket. 

                                            Issue icons are visible when modifying issues


Issue icons default back to a folder when putting in a ticket.

This actually comes up frequently. It will not show the change on the ticket submission page.
