Whats the difference between the two? I would like to add in a tag then a text template into the comment box and then edit it before posting. Can I do this with a shortcut and comment?

I don’t think you can edit a text snippet or part of a shortcut before posting it. Are you trying to add some dynamic data, like a person’s name?

For our Ohio Senate Bill 29, I want to add in our notification template. The template then needs to be modified for specific circumstances. I also want to add a tag called SB29 for reporting purposes. Not sure if this can be accomplished with shortcuts.

A text snippet is a saved comment that you can insert into the comments without retyping it every time, similar to text replacement or keyboard shortcuts. 

You can create a text snippet with your general reply and add it specific info before you submit it. This screenshot is what I created and then you can still edit it. Is this what you are looking for?
