License availabilty issue ?

I have staff members that have disabled chrome books via IIQ. When they went to re-enable the error at the bottom appears. I’ve tried to replicate it and have not been able to . I know the perpetual lic is still active for those devices  in google admin and we actually have spares for this model waiting to be assigned. I cannot get it to re-enable in IIQ or Google. Any help is appreciated.

Do those users have the permissions to perform that action?

They do have permission. We figured out it was the OS was out of date so it wasn’t bale to re enable the device because of the conflict. We were able to re install the OS with a current version and that fixed the issue.
